I think people are too focused on 40 times. For instance, Harry’s 4.53 isn’t the reason he sucks. His college success just never translated to the NFL. There are a lot of receivers who are burners, but they sucked in the NFL. Some players don’t become good NFL players, it’s as simple as that.

Samuel being the fastest at 4.48, which isn’t even THAT much faster than Harry’s 4.53.
Look at the top 2, they just happened to be the top 2 receivers in the NFL as far as catches. I’d be thrilled to have ANY of those receivers on that list. 11 of the 12 on that list ran a 4.5 or higher. In fact Kupp, you can go back and look, people were saying negative things about him because of his combine numbers. Bottom line, Harry just isn’t a good receiver, has nothing to do with his 40 time. Meyers ran a much slower 40 than Harry. I think with Harry, it’s all mental.
